Position: Temporary Community Outreach Reps
Service Area: SN - Outreach
Requirements: The Community Outreach Representative provides in-the-field services as follows: makes home visits to initiate the enrollment process for newly eligible enrollees and collects data necessary to membership in HSCSN. Incumbent locates existing members as part of the member-monitoring process and educates prospective and existing members and families on services and benefits of HSCSN; and serves as HSCSN representative at health fairs, collaborative/community organization events and meetings. Primary focus is on the Latino community; however, incumbent will be working with the community at large. This position serves under the direction of the Director of Outreach Services with some independent discretion in decision-making. Three years of health care related experience. Spanish speaking preferred but not required. Excellent customer relations, oral and written communication skills. Familiarity with the Washington, DC metropolitan area. Must possess a valid driver’s license and have access to reliable automobile. Proficiency in computer systems and applications. Position: UR Nurse-Reviews
Service Area: SN – Care Management
Requirements: The Utilization Review Nurse will conduct clinical reviews of pediatric and young adult members for all inpatient stays, homecare, outpatient rehabilitative therapy, durable medical equipment and long term care services based on standardized criteria. Responsible for both the management of resources and the achievement of desired outcomes for members with ongoing communication to the UM Manager, Director of Care Management and Utilization Management, the Medical Director and staff for the development and coordination of the discharge plan and continued management of members. Bachelor’s degree is required. Current licensure in the District of Columbia as an RN or LPN is required. The incumbent must be able to practice independently at the professional level. Must have experience using Interqual criteria. At least one year of utilization review experience is required along with five years of clinical experience in pediatric nursing, care coordination and utilization management for target population. Ability to simultaneously handle multiple complex assignments. Appreciation and sensitivity of cultural diversity. Professional decorum. Strong analytical, critical thinking and problem solving skills. Strong computer systems and applications skills required along with effective communication skills.

Position: Associate Director, CM / UM Operations
Service Area: SN – Care Management / Utilization Management
Requirements: The Associate Director provides oversight of the daily operations of care management (CM) and utilization management (UM) including the supervision of CM and UM Managers. Plans, develops and implements CM and UM management strategies to maintain effective and efficient operations. Ensures goals and performance metrics are met or exceeded. Provides leadership and direction in the identification, documentation, and resolution of operational barriers that interfere with timely processing of authorization requests and care management services. Bachelor’s degree required; Master’s degree preferred. At least seven years of operational management experience and oversight of programs and staff required. Ten years experience in utilization management or care/case management. Skills in problem resolution and collaboration with others. Demonstrated experience in implementing initiatives or projects required. Demonstrated leadership skills required. RN or LICSW license in the District of Columbia. Position: Clinical Quality Analyst
Service Area: SN – Quality
Requirements: Develops, maintains, and evaluates the quality improvement (QI) and process improvement (PI) corporate plan, initiatives, and activities in collaboration with HSCSN management to develop and implement strategies that ensure the delivery of quality health care and services. In addition, the Clinical Quality Analyst is responsible for complaint and grievance investigations, mortality reviews, medical record audits, clinical studies and quality of care investigations and policy management. Bachelor's degree; BSN and CPHQ is preferred. Must have three to five years experience in a managed care environment and three to five years of clinical experience. NCQA, HEDIS reporting, DC and Federal regulations, external quality review and Medicaid experience is required. Must be able to analyze clinical data and write clear and concise reports. Ability to understand and use CQI principles and tools, and manage multiple projects. Must have intermediate level computer skills and excellent verbal and written communications skills. Position: Temporary Child Care Provider
Service Area: SN – Outreach

Requirements: The Child Care Provider position is located in a child development home setting in Health Services for Children With Special Needs, Inc., (HSCSN), Outreach Services Department. Child development services provided will serve as a support effort to parents attending HSCSN meetings. The Child Care Provider will work with children who have special needs, mild to severe disabilities, and will assist HSCSN in providing an environment to nurture the physical, social, emotional, and intellectual growth of special needs children during the HSCSN meetings. The Child Care Provider will provide care to children ages 1 to 15 years of age, and, in most cases, will responsible for a group of children not to exceed 6 in number. Three years experience working in a Center-based, Home Visitor, or Family Child Care setting. Two years experience in providing child care to children with special needs. Ability to work with disruptive children and use appropriate, mature judgment in handling issues and providing direction Must be able to anticipate and prevent problems. Ability to communicate effectively with children and parents, as well as with other Child Care Providers and Child Care Aides. Must be able to supervise child care aides and work on a team. Position: Care Managers (RN / LICSW / LGSW / LPN)
Service Area: SN-Care Management
Requirements: The Care Manager manages the care coordination health and medically appropriate services for members who have moderate to complex medical and mental/behavioral health service coordination needs. Typically manages a caseload of enrollees; caseload determined by member acuity. Assesses members on enrollment and at intervals determined by the members’ level of acuity; contacts enrollee as predetermined intervals based on acuity or more frequently, as needed. Current license in the District of Columbia is required. The incumbent must be able to practice independently at the professional level. A minimum of three years of clinical practice experience and practice case management experience within the scope of license for target population within settings such as: Managed Care, NICU, Pediatric Nursing, Home Care, Acute Care, Rehabilitation and Psychiatric Treatment. Familiarity with computer systems and applications is required along with effective communication skills.
